  • Step 1: ACP withdraws the El Niño watershed attribution or reports inflows back to historical average without a drought print.
  • Step 2: ACP restores Neopanamax slots well above 9 and/or lifts draft without a new restriction series.
  • Step 4: A first-party US-listed issuer files Canal-transit P&L as a named El Niño driver — do not invent that issuer in advance.
