Frontier-release gating → on-prem Chinese open-weight flight → US users stuck behind an event horizon
Once the US government gates commercial frontier releases customer-by-customer, enterprises that refuse the gate adopt on-prem Chinese open weights, so Western users of US frontier APIs sit at parity or behind while the labs' internal capabilities keep leaping — an event horizon, not a lead.

Gating therefore risks an event horizon: US/Western users of American frontier models stuck at parity or behind Chinese open weights, while labs internally keep leaping.

What would falsify this
- Step 1: Mythos 5 / GPT-5.6 (or successors) ship generally available to ordinary API customers with no select-company list.
- Step 3: Public Western-user evals of US frontier APIs remain clearly ahead of the best downloadable Chinese open weights on coding/agency benches for two consecutive quarters.
- Step 4: An administration primary (OSTP/BIS) explicitly rejects a corporate ban on Chinese open weights, or no such rule appears through end-2026.
Contradictions / tensions
- Intra-source contradiction on whether China can exploit the gate: dave-blundin says China is 'nowhere near caught up' on the frontier; alexander-wissner-gross says without the regime the US was only 6–8 months ahead and the gate risks putting Western *users* behind. - Step 4 is a scenario, not observed policy — tagged open. Later Kratsios (July 29) 'US must lead closed and open' cuts against an imminent ban.
- dave-blundin 'cat's out of the bag' (harness on already-released models) undercuts step 1's premise that gating the new point release gates the capability.
Implications
- Read alongside ai-safety-as-regulatory-capture (Fable-5 was lab self-restriction; this is federal customer-by-customer gating two weeks later).
- If step 4 does not fire, step 3 is the default — on-prem Chinese open weights become the enterprise hedge. If step 4 does fire, the hedge is illegal and the event-horizon risk shifts to underground/offshore use.
- The harness-beats-gated-model objection (dave-blundin: Opus 4.8 + harness already beats Mythos/5.6) means gating *this week's* point release may not gate the capability unless the government rolls back already-shipped models.
