FERC's September 10, 2026 commission-meeting summaries still do not include ER26-3380. The Federal Register combined notice dated 21 September 2026 lists other PJM tariff items; it is not an order on the Reliability Backstop Procurement. PJM's July 31 filing still asks the Commission to act by 29 September 2026 so the procurement window can open 30 September. Silence is not a ruling. Do not re-rate or re-date CEG.

Intel 18A — still no named outside HVM logic order

No primary IR or customer release overnight names an outside high-volume logic foundry order on 18A. Independent recaps (AInvest / FinanceFeeds / NextWave) still treat Microsoft Maia, AWS framework, Apple 18A-P kit, and Terafab as engagements, not named HVM wafer starts. Fortinet on Intel 4 remains the wrong node. Socionext 18A-P remains ecosystem. October PDK 0.9 remains the dated test. Do not re-rate INTC.
