One-line summary: The White House OSTP roadmap Kratsios is "principal architect" of: US must lead on both closed and open models; operationalized via the American AI Exports Program (turnkey US stack + EXIM/DFC financing) as the Huawei-telecom lesson applied to the AI stack; paired with Genesis Mission (AI-for-science), a quantum-computer-by-end-of-term EO, EUV export controls he calls "one of the most impactful in US history," and a same-week non-US humanoid-robot import limit. In-scope: Trump-era executive industrial policy and US-China tech-export strategy. This is the OSTP primary for how the second Trump admin says it will win the AI stack contest — exports and open-weight competition, not a use-ban. Complements will-us-ban-chinese-open-weight-models (Sacks, July 3, same administration, anti-ban). Complements government-gated-frontier-releases (same White House did gate Mythos/GPT-5.6 commercially). Record both.

Contradictions / tensions

  • EU AI Act chronology is false as stated. Kratsios: "the EU AI act was passed and finalized by the EU Commission before ChatGPT was even invented." ChatGPT launched November 2022; EU AI Act political agreement December 2023 / entered into force August 2024. AI-thread ingest already flagged this on eu-ai-act. Same calibration here: administration rhetoric, not legislative fact. If he means drafting began before ChatGPT, that is a different claim than passed and finalized.
  • Light-touch doctrine vs June 2026 federal gating. Same White House argues against a centralized AI person and is already in the commercial-release loop (government-gated-frontier-releases). Not silently reconciled.
  • Diamandis vs Kratsios on Nvidia-China export restrictions. Diamandis: restricting exports "simply cultivates the competition." Kratsios: "probably one of the savviest decisions that we made as administration" for throttling competitive Chinese models; EUV as the load-bearing control. Recorded split; both interested (host vs sitting official).
  • Single administration primary. $5B Genesis grants, humanoid import limit, and "last week" dating are snapshots, not statutes. Re-validate against Federal Register / Commerce notices.
