This is the HEL layer of integrated air and missile defense, not a restatement of defense-industrial-base-magazine-depth's Tomahawk/HIMARS magazine.
The chain (one paragraph)
Exquisite kinetic interceptors are being scaled — PAC-3 from 620 to 2,000 a year (3.3×), THAAD trying 4× at $12–15 million per round — because a high-energy laser cannot be the outer layer against a Mach-5 inbound: the beam has to wait until the threat is close. HEL/HPM is the inner magazine: cost-per-shot is very low once shore or ship power is on the diodes (Helios is already on USS Preble; Joe reads Lockheed's own "deep magazine, low cost per kill, speed of light" spec sheet). Fiber-laser dopants and NdFeB magnets still run through China-heavy HREE (ytterbium / terbium / dysprosium; Sanders: 85–90% on some minerals), which is why he names the MP Materials onshoring deal in the same breath. → LMT captures both the interceptor scale-up and Helios; MP is the named domestic HREE/magnet stack. What would kill it
- Navy/Army drops Helios-class HEL as a fielded layer (demo-only forever).
- HREE offtake for fiber lasers stays Chinese with no US offtake — MP attach dies; LMT kinetic book is then just the existing magazine-depth concept.

- Navy HELIOS is still not a program of record. CRS Navy Shipboard Lasers (R44175, 12 Jan 2026) quotes the Navy FY2026 budget: SNLWS / HELIOS is a "Non-Program of Record (POR)" R&D asset; HELIOS testing and fleet sustainment "began in the first quarter of FY2024 and ended in the fourth quarter of FY2025." The same report still carries Lockheed's contract options for up to nine production units — options, not a funded production lot. Acting CNO Adm.
