  • All load-bearing numbers are Friedberg's, uncited, from an interested California-exodus speaker. Sacks is moving to Texas over BTA. Discount magnitudes.
  • Step 4 is three incompatible political endpoints in one conversation — recorded as a split, not a chain conclusion.
  • Newsom not in the source; no DOF response.
Implications
  • Newsom's closing-term 'balanced budget' is a political artifact; do not cite it as fiscal health without LAO/DOF.
