The question
Two opposite forecast errors coexist (Amara's Law: we overestimate in the short run, underestimate in the long run). For a specific technology at a specific moment, which regime are we in — structurally underestimated (the Seba thesis), or near a hype-cycle peak of inflated expectations?
Why it matters
Buying into structural underestimation is the edge; buying near peak hype is the trap. Distinguishing them is what separates "early and right" from "early and wrong."
What we currently believe
Authoritative long-run forecasts have systematically underestimated cost-declining technologies (IEA on solar/wind). But near-term expectations are often simultaneously over-hyped, and the hype-cycle construct itself is empirically weak. Both can be true for the same technology; the regime must be judged per-segment and per-horizon.
