Top of mind
Kevin Warsh spoke on Friday. It was his hundredth day as Chair and his first Jackson Hole keynote. The title was In Our Time. He told the audience they could call it an outline or a trail map — "just don't call it forward guidance." Then he refused the thing the tape had come to hear: a reaction function, a Taylor-style rule that maps a print onto a decision. On inflation he was clearer than he has been. Twelve-month PCE is 3.7 percent; the six-month change is 4.1 percent. Summer readings were "better than expected" but "do not tell me that underlying trends have meaningfully improved." His standard: "Otherwise, we have work to do." Two percent is a firm, fixed target, "not self-executing." Financial conditions, he said, are "hard pressed" to call restrictive. More than half of this year's equipment-and-intangibles growth is AI buildout. Unemployment is 4.1 percent. He did not mention Scott Bessent's long-end buybacks.
The market filled in the blank he left. The two-year yield jumped about 8 basis points, to 4.31 percent. CME FedWatch September hike odds went to 55.7 percent, about 20 points higher than Thursday. Street color split: a hike door by October or December, or wait for another round of prints. The conversion test on Friday was whether he would describe a reaction function. He named it and declined. Schwab and Interactive Brokers stay a hypothesis. The September 15–16 FOMC is still the rate meeting.
